What she is facing: Treatment-Resistant Paranoid Schizophrenia, Panic Disorder, and PTSD, compounded by severe physical decline and chronic spinal fractures.
The immediate risk: Extreme carer strain and a devastating cycle of hospital admissions.
At Meliora, we believe in meeting people exactly where they are at. Right now, Ange is struggling for her life. Her psychiatric distress - including severe paranoia and auditory hallucinations - means she is totally incapable of surviving independently. She actively avoids public spaces and requires constant prompting just to eat, shower, and take her life-saving medications.
Without daily disability support, she deteriorates until it becomes a medical emergency. Recently, Ange was placed on life support in a public Intensive Care Unit (ICU) for a severe respiratory infection - a preventable crisis that cost the state taxpayer up to $6,000 each day.
The Systemic Failure: A Local Area Coordinator recently helped Ange apply for the NDIS to secure the in-home care that would keep her out of the hospital. The application was rejected. In a staggering, but not surprising bureaucratic failure, the NDIA assessors zeroed in on her recent hospital paperwork.
They focused entirely on the temporary infection and rejected her on the grounds that her "physical" conditions were still being treated, completely ignoring decades of documented, permanent psychiatric disability. Ange is now trapped at home, entirely reliant on an ageing mother who is buckling under a humanly impossible strain.
This is definitely not an isolated case of the agency’s incompetence, incorrect application of NDIS guidelines, or neglect. Rather, it sadly reflects a damaged system that produces inconsistent and inhumane results. It also highlights the need for ‘Unfunded Lives’ as a program to challenge agency decisions and follow through until the right result is achieved.
For Ange, her situation now requires expert system navigation and further diagnostic reports specifically countering the agency’s reasoning. It’s time, money, knowledge, and expertise she doesn’t have.
The Waitlist Reality: Standing alongside Ange and a cohort of disabled people locked out of the system are elderly Australians who have been granted entry-level CHSP (Commonwealth Home Support Programme) aged care funding that they literally cannot use because every local provider is at capacity.
They are stranded, requiring our expert system navigation to be urgently reassessed for higher-tier Support at Home (SaH) packages before a preventable fall forces them into permanent residential care. Federal support systems like the NDIS and My Aged Care were built to protect individuals exactly like Ange. But on the ground, we see a fatal flaw: poverty dictates access.

To overcome this rejection, Ange is on a ticking clock. She has a fast-approaching, strict statutory deadline to lodge a formal "s100 Internal Review." To navigate this successfully, we must correct the agency's error by submitting a comprehensive functional assessment that definitively maps her psychiatric impairments and their permanent impacts to NDIS legislative requirements.
To do this, she must clear a hidden "Evidence Paywall." The public health system is too backlogged to provide this highly specialised evidence. Cost-free government programs are extremely limited, overwhelmed, and achingly slow to respond - mismatched to the reality involved. There is no other service available that can respond to her desperate need.

It also subsidises the fractional hours our core team of Specialist Support Coordinators spend rapidly constructing statutorily aligned submissions, liaising with relevant agencies and advancing tribunal cases as required. -
$5,000 — THE BRIDGE (Crisis Stabilisation Cap)
Short-term frontline physical support to keep the participant safe. We attend participants' homes to ensure their most basic self-care needs are met, they have groceries and an acceptably clean, safe living environment while they wait for their federal allocation to be approved. -

A transparent 20% allocation injected directly into Meliora’s core operations to alleviate Unfunded Lives’ significant administrative burden. However, a participant's trauma and personal information is never public property. Client data is hosted on secure, sovereign Google Workspace servers, is heavily siloed, and is legally prohibited from ever being used to train public AI models.

The Impact Multiplier: Navigating government agencies and the Administrative Review Tribunal (ART) is a complex administrative process, and no single application is guaranteed to win against an independent agency. - $25,000 (The Case Starter): Fully funds the complete evidence, stabilisation, and system navigation journey to break the immediate bottleneck for exactly 1 highly complex NDIA access application or My Aged Care appeal before their statutory window closes.
- $100,000 (Community Cohort): Funds the complete system navigation and evidence journey for at least 4 profoundly vulnerable participants in our local region, permanently removing them from the crisis welfare cycle.
