The bigger picture

The National Disability Insurance Scheme (NDIS) and My Aged Care were created to fund support for people who can no longer manage safely on their own. For many, these systems work.

But for those living on the margins—in severe poverty, rural isolation, or without family support—it is a very different story.

These are the exact people our federal systems were designed for. Yet they are the ones most likely to be shut out by bureaucracies that demand expensive medical reports, transport, assessments, and endless persistence just to prove what is already obvious. Older Australians face equally dangerous gaps through My Aged Care, where they are frequently stranded with entry-level funding they cannot use because local provider books are closed.

For people already living in crisis, these hurdles form a wall they simply cannot climb. The result is permanent loss of function, complete collapse of support networks, and preventable death.

That is where Meliora comes in: to pull people back from morbid despair and build basic human dignity.

Unfunded Lives - A Meliora initiative

Meliora Support Services is a frontline, registered charity. Through our frontline work in the community, we discovered an epidemic of unfunded lives. Disabled and elderly people living with little to no support at all. Largely invisible. Neglected. Isolated. Struggling simply to stay alive.

Unfunded Lives is our charitable response to that reality. Meliora’s Founding Director, David Ryan, explains why the program had to be created:

“People don’t realise how terrible unfunded lives can be. No one should be left totally alone, trapped in bed, unable to move, urinating and defecating themselves for a week without support. Seeing people in situations like that is something Meliora couldn’t turn away from.”

What the program does & Who it is for

We step into the gap for people experiencing systemic exclusion—those who have been rejected, older Australians stranded with redundant funding, or individuals whose plans have been inexplicably cut, leaving them at risk of functional collapse.

We intervene with two primary aims:

  1. Short-Term Safety: Practical, frontline support (meals, hygiene, basic living) to stop health from worsening and restore a sense of safety while we tackle the bureaucracy.

  2. Clearing the "Evidence Paywall": Our highly experienced Specialist Support Coordinators walk alongside the individual. We directly fund the expensive private clinical assessments required by the agency and expertly navigate the appeals and Tribunal process until a just result is achieved.

Without Unfunded Lives, these people stay stuck. Government resources, like local area coordinators, are overworked and explicitly unfunded to pay for private medical reports. There is no alternative safety net to help them buy the proof they need.

How you can help

Helping just one person clear this hurdle takes an average of between $5,000 and $25,000—though it can potentially be more in highly complex circumstances. But that targeted intervention is profoundly life-changing, unlocking secure, lifelong federal funding.

Meliora already contributes its own time and resources wherever possible. Because we began with zero institutional funding, we learned to operate on the smell of an oily rag, developing an aggressively lean operational system. The name Meliora means "the pursuit of the better"—and while we remain humble enough to know there is always room to improve, we have built a fiercely effective system with the limited resources we have had at hand.

However, we cannot fund our massive waitlist alone. Tax-deductible donations allow us to scale this intervention. You can be confident that our rigorous internal protocols ensure every dollar donated stretches as far as mathematically possible to directly help the targeted recipients.
